In the vanilla game, a character's movement is locked while casting and remains locked during the early part of the action's animation. Some actions can even lock a caster's movement until the animation is fully completed. To mitigate this limitation, they will now be able to move again once their character animation (e.g. waving hand) is completed. Comparison values (Tempest):
